Plain English Definition
A disability rating that can't be reduced because it's been in effect for 5, 10, or 20 years.
Why This Matters
The longer you hold a rating, the harder it is for the VA to reduce it. After 5 years, ratings can only be reduced if there's sustained improvement. After 20 years, ratings are permanent and can't be reduced at all.
Example
You've been rated 70% for PTSD for 22 years. Even if a new C&P exam shows improvement, the VA cannot reduce your rating because it's been in effect for over 20 years.
